A handoff is a state change

Work does not move merely because a message was sent. The next owner needs to accept it, understand the expected result, and know when it is due. Supervisor records the change in ownership and keeps the supporting material attached.

Define ready

A task should not cross the boundary until it has the information the next person needs. Define the required fields, evidence, and checks for each handoff. If something is missing, return it with a specific request instead of starting a second conversation.

Watch the waiting time

The longest delay often sits between steps. Track when the work became ready, when the next owner accepted it, and what blocked progress. This makes the quiet gaps visible and helps the team improve the process without adding another status meeting.
